I've been trying to solve this issue ever since I got my Buick Encore nearly two years ago. The top tip I found for raising them in a snowstorm or cleaning underneath came from a Buick forum. It was a Buick customer service rep who suggested the only way to make them stay upright is to turn off your car while they are running and in the upright position.
I was also trying to solve this. Buick's customer service said that to make the wipers stop in an upright position, you can turn off the vehicle when they are up, or you can lift the wipers away from the car to clean underneath.
